Jordan, by contrast, has yet to establish a unified and permanent mechanism for reviewing its public-sector architecture. The Public Sector Modernization Roadmap offers a vital reform blueprint, but it remains programmatic rather than structural. What is still missing is an independent institutional evaluation body—a specialized committee mandated to periodically audit the state’s organizational framework, identify duplication, evaluate performance, and recommend evidence-based structural adjustments.

This single move hardens the evidence spine for everything else—budgets, Regulatory Impact Assessments, delivery dashboards—and signals to markets and citizens alike that numbers, not narratives, referee our choices.
2) Demoting (re-scaling institutional scope) - Addresses Overlap and Fragmentation

Non-structural reform is the state’s disposition—the difference between a diagram and a living institution.
1) People & Leadership — merit as method, not slogan
A coherent state treats talent as a public good. Recruitment becomes a search for capability, not tenure; leadership becomes rotation across problems, not permanent ownership of silos. The civil service learns to prize judgement under uncertainty and execution in coalitions. If mandates change faster than careers, the service must be portable: skills that move, and leaders who can cross borders without losing authority.
2) Service Design — build around lives, not org charts
Citizens and firms experience government as journeys, not departments. The discipline is to design services at the point where responsibilities intersect: one door, one promise, one status of “where things stand.” The state signals respect by removing ritual effort: fewer signatures, fewer visits, fewer surprises. When form follows life, compliance rises and cynicism falls.
3) Policy & Regulatory Quality — evidence before edict
Good states legislate with reality, not against it. That means rules that are argued with data, tested for unintended consequences, and revisited once the dust settles. The posture is modesty: an openness to be proven wrong in service of being more right. Consultation becomes a way of learning in public, not a performance of listening.
4) Data & Digital — one truth layer
Power accrues to the institution that defines reality. A mature state makes that layer common: definitions, identifiers, interfaces—shared. Data stops being a departmental possession and becomes critical infrastructure. Digital is then the art of making the invisible legible: the state’s memory and attention, rendered as services that feel inevitable.
5) Accountability & Results — sunlight with consequences
Accountability is not a report; it is a felt discipline. Results are owned, not admired. The public sector learns to narrate outcomes in the plainest language possible—what changed in the world and for whom. Redress becomes timely, not theatrical; integrity becomes ordinary, not heroic. And with stronger accountability lines, responsibility becomes legible—who decides, who delivers, who pays—and performance can be traced, audited, and improved rather than argued about. The net effect is a government that speaks with one voice, spends with purpose, and can be held to its word.
Beyond the immediate gains, post-structural evaluation tools are what keep reform honest. The most persuasive is a Before–After Governance Schematic—an evaluation model that redraws the state as it is and as it has become, layer by layer: decision rights, accountability lines, data flows, cost centers, cycle times, and service SLAs. When rendered side-by-side, the deltas are unarguable: fewer handoffs, shorter paths to decision, collapsed overlaps, lower cost-to-serve, clearer lines of sight. Repeating the schematic at fixed intervals turns it into an institutional metronome—guarding against drift, revealing where entropy has crept back in, and reminding the system that coherence is not an event but a discipline.

Jordan should rebrand all public digital assets—ministries, authorities, commissions, apps, portals, and social presences—under a single visual grammar and voice: one design language, one typographic system, one micro-copy canon, one accessibility standard, and one information architecture that explains plainly who decides what, and how the public engages. Branding in this sense is not decoration; it is the public’s first contact with the state’s operating system.
Today the digital estate reveals the truth too clearly: lags, faults, broken links, and typos across portals; inconsistent copy; pages that contradict each other; and every ministry on its own island. The digital fragmentation mirrors the institutional fragmentation. The remedy is not merely collapsing domains but unifying the engine behind them—identity, notifications, payments, case-management semantics, and APIs—so that a citizen encounters one state, not a federation of websites.
The Sanad app is a positive front door. But a door is not a house. Aggregation must be followed by explanation: the front end should surface institutional causality—why a step exists, who owns it, how long it should take, and what success means. In short, Sanad needs the engine of evaluation behind the glass: live links to service definitions, legal mandates, SLAs, and ownership lines. When the interface mirrors the state’s reformed back end, citizens do not just click; they understand the path and can watch the system keep its promises.

A consolidated campus streamlines communication by replacing inter-ministry commutes and email chains with literal adjacency: policy, legal, finance, and delivery teams can cross an arcade rather than a city. It cuts cost through shared infrastructure—one mobility hub and parking system, one consolidated security apparatus and screening, common conference and translation facilities, a single data center and energy plant, shared maintenance and procurement—freeing operating expenditure for frontline outcomes. And it strengthens accountability lines because responsibility becomes physical as well as legal: decision pathways are shorter, ownership is clearer, and “who signs what” has an address.
The architecture should be vibrant and unmistakably Jordanian. Think limestone colonnades, shaded saha courtyards, sabil-inspired water features, mashrabiya screens that filter light and heat, planted wadis that manage stormwater, and a public galleria that doubles as a cultural spine with exhibitions, archives, and a press forum. Prayer spaces, a children’s corner, and inclusive access are part of the civic grammar. This is not nostalgia; it is continuity—paying homage to tradition while deploying contemporary engineering, passive cooling, and net-zero systems to future-proof the state’s home.
Design it as a platform, not just a place. A single “Citizen Hall” becomes the concierge for all services, synchronized with the Digital Institutional Architecture: one identity, one ticket, one status, one promise. Ministries hold their full offices on campus while maintaining regional presences; Sanad remains the front door for most people most of the time, and the campus is the legible embodiment of the same logic. Security is unified and invisible: one perimeter, one secure logistics core, layered access, and clear wayfinding—safety without theatrical friction.
The civic dividend is cultural. Co-location seeds a habit of coalition-building; tacit knowledge flows in hallways; public briefings happen where citizens already gather; the state’s brand and behavior finally align. A single compound won’t solve every policy problem, but it will remove the architectural excuses for fragmentation. It says, in stone and shade and code: one government, many capabilities, shared purpose.
